There are Jourenymaqns boots which do as you describe but are very rare drops and a quest.
The rare part is an ancient cyclops in Rathe Mountains I believe.
The froglok totem is droped of froglok ton warriors and is part of a 4part quest.
The purpose of the quest is to get your Iksar illusion, which I beleive is a 20th lelve spell.

I hear tale of boots we can wear that give us the equivalent of SOW, anyone know where to get them?
And where do I pick up my Froglok Totem? Is it like the Water Crystal Staff?
