That will still make a SK do too much damage for his/her level.

Imagine this. A level 1 TSK walks up to DVinn, use harm touch on him, when run
away. Other players later manage to kill DVinn, but all the XP went to the TSK,
making up level up a lot of levels. So, it's very hard to balance the ability
