If you have haste on an item, it will affect your attack speed
starting at level 20. If you have 2 different items with haste on
them, only the item with the highest % will be active. Spell haste
stacks with item, or worn haste. Bard song haste stacks with spell
haste and worn haste. There is a max of 100% haste that you can
have total. So, if you have a 21% worn haste, 33% spell haste, and
45% bard haste, you are at max haste that you can have.

I may be off in my numbers, but I am pretty sure this is how it
works. Does anyone else have any information on the mechanics of
haste?
