There are federal regulations about the min standards (aka bandwidth) that
must be made available to you. Since you had bandwidth X, and they took
some of it away to put in 2nd line to somebody else, you can raise holy
hell with your state's PUC, and the FCC.
Look up the local rules & regulations, then cite them in letters to your
telco. When they don't do anything, send them to your PUC, and CC the
telco. Generally the PUCs and FCC has great fun coming down like a hammer
on companies that do things like this.
