Tashan Hallard (I think that's his name) in Hallard's Resales in East
Freeport. It's in the "bad" part of town.
Turn in 4 at a time. Get great faction and some silver. sometimes you get a
lottery ticket for the highpass lottery. the guy says they are losing but
not all of them are.
