You will be slain as soon as you enter the nektulos forsest zone.. as the
guards have a very long patrol route. I haven't found anything that raises
faction with dark elves either.. the only chance I see is if you worship
innoruuk, a lot of times other races are not KOS'd if they worship innoruuk.
Though I'm not sure if the merchants will sell to you if you do. Basically
unless you have invis and use it the whole time you are there, you are an
enchanter who has illusion: dark elf, or you are around lvl 50 and manage to
kill all the guards I wouldn't suggest going to neriak.
