Engulfing darkness is actually better than snare:
it works to SLOW down the mob - slowing down its attacks ASWELL as it movement.
The damage done is not significant 9at higher levels) but still usefull.
Typical rogues with high dex get it to proc pretty offten (duel-weilding the
things means it can go off 2 or 3 times a figtht).

And yes the weapon is pretty powerfull.

I still think it would be too overpowering to give the spell to monk weapon,
kinda like the unlimited complete heal that was on the fists when they first
came out.

The serrated bone dirk procs Engulfing darkness I think. which is snare with
a DoT.
