I agree. Change the con to reflect the true power of a mob. They don't
have to weaken mobs to do this, or make it a "cake walk pansy a$$ game".
This would make serve to make "conning" meaningful. At the high end of
things, just because PCs can't (currently) go beyond lvl 50, this doesn't
mean that mobs can't. There would still be a challenge and this would not
weaken the game. Keep xp the same for the mobs, but give people a better
feel for its toughness.

Most of the tough mobs are over level 50. But it shouldn't require a full
group
of
50s to kill a level 45. Or at least change the con system to reflect HP or
something
marginally useful. As it is, the level the mob cons at is utterly
meaningless
aside
from xp considerations. And even then it is seriously out of whack.
