Most of the tough mobs are over level 50. But it shouldn't require a full group
of
50s to kill a level 45. Or at least change the con system to reflect HP or
something
marginally useful. As it is, the level the mob cons at is utterly meaningless
aside
from xp considerations. And even then it is seriously out of whack.

IF mobs were equal to us then how would that be fun? sounds like you want a
