You talking about Cerulean City? Go up first through an entrance which comes
to a bridge with a lot of other trainers. Just continue on the path until
you find Bill. Help him change back into human and he gives you a ticket for
the ship. Then go back to town and find a building with a policeman standing
outside it. Go in and at the back, theres a part of the wall that is
missing, just go in that part and continue on.
