Depends on your server. Most of those zones are pretty active on Drinal. It's rare to find anyone in RSS and most times MPG unless you set up the group. But any POR or TBS groups are usually pretty full.

There are not that many low level types around who can
benefit from the old content any more, which explains
those particular empty zones.

Try Wall of Slaughter, MPG, RSS, Icefall, Vald, FC
etc. for zones that have players in them pretty much
all the time.
