Yes, you are right, and yes they are in effect
now.
Basically, it works like this:
The old way: Every 4 or 5 levels you get new
spells. Around 10 at once. Those spells carry you for the next 4 or
5 levels.
The new way: You get 1 - 3 spells each
level. The upshot of this is that you aren't spending a large sum of money
on spells all at once. You can spend a little each level over a period of
time. Also that you will be less likely to fizzle spells since you'll be
more likely to practice spell skills every level.
Allakhazam's has the new spell level info.
Since their info is based on the test server they had the info before the new
level changes went live. But keep in mind, that means they also have some
spells listed that aren't on the live standard servers.
