the only way to make jewelry with stats is to use the enchanted metals so if you're not an enchanter you will need to find one that will do it for you. To start off with there is a small quest to be done on the boat in Abysmal Sea that will start to get your skills up after that it's just a matter of practice and making jewelry the same as with any skill
