The proper name for them are Journeyman's
Boots.
Basically you have to give like 3500 gold to a
dwarf in Rathe Mountains along with something dropped from the ancient Cyclops
and a Shadow Rapier to get the boots.
Keep in mind, the only benefit of these boots is
the speed. And it's not as fast as sow. Thee is only 1 AC on the
boots and no other stat mods.
The effect is permanant as long as the boots are
worn as far as I know, but they do not stack with sow. In other words, if
you have sow cast upon you, you wont see a noticeable change in speed with
J-boots PLUS sow... you will just see the increase from the J-boots TO sow; you
will run at standard sow speed, not the two combined.
