citizens in Butcher Block mountains There are 13 of<br/>
them on citizen faction,  there faction hit does not<br/>
effect guards or your faction needed for your epic. <br/>
They drop ringmail, finesteel, up to 5pp and always a<br/>
bronze axe.   I average around 30pp per quad.  If you<br/>
want I can show you which ones and how to pull them. <br/>
