There are items that are +charisma everywhere !

The leatherfoot cap is +10, the medal of valor is +5,
there is a light source that is +3, people with
jewelcraft can make rings and earrings that are up to
+9, shamans can cast spirit of the snake on you to
give you up to +30.

Just ask around a bit when you are on.
