Could be but my guess is it is to make more people to buy POP. Get that money now while you can. Pay the same...get less in the GM area,etc....

I believe they did that, so people wouldn't go buy the spells in Knowledge, then go to the bazaar & sell those spells for ridiculous amounts to those who do not have PoP. (and we all know that there are people who would take major advantage of that)
