Try going to Highhold and getting in a Goblin group in
the Warrior or Raider room, with a good group its
sweet XP, i level from 30 to 34 there in 3 days (about
24 hours total play time) and the loot is pretty good,
Bronze armor pieces and plat mostly.

or you can do what everyone else and there dog will
tell you to do and go to OT. which is supposed to be
good until 40.
