In the Highpass keep. Pickclaw goblins live there, great exp and money in a group. There is a bank, merchants, food and water, you can be bound there, considered an outdoor zone, etc. Go there around level 23 and you can easily get two levels a night there. You could spend from 23 to 40 there if you wanted. In the old days, you had to get on a waiting list to get into a group there, but now it seems like a well hidden secret.
