The way dual wielding was explained to me (and this
could be wrong) is
1. the delay of the primary weapon determines how
often you hit with the primary weapon (obviously);
2. when the primary hits, the software "rolls the
dice" for double attack and then dual wield. If you are lucky, depending on your
skill level, you get a second hit with the primary and/or a hit with the
secondary;
3. if you get a hit with the secondary weapon, the
software again rolls the dice for double attack with that weapon.
Thus it would seem logical to put the faster of the
two weapons in the primary, the delay of the secondary being basically
irrelevant. However, that is only if you want to keep the mob aggroed on you --
that is, you are primary tank. Rangers don't usually want to keep aggro, though,
being as a rule more lightly armored than warriors, SKs, and paladins. The
ranger is a damage-dealer, not a damage taker. Thus, a ranger should have a
higher damage, slower weapon in primary so they can deal out damage without
drawing aggro away from the main tank.
I have seen the issue argued other ways, though.
This is just how it was explained to me.

I just got the short sword of morin at level 32,
it is 6 22. I have a crystalized sword which is 11 29. Which one should I put
in my off hand? I have the ssom in my regular hand and the c sword in my off
hand and he seems to attack almost endlessly without stopping. It seems like I
need to get another low delay weapon in my off hand.
