Light blue or regular blue should yield experience whether you are grouped
or solo. I was with some guild friends 2 nights ago and we were farming
Jaded Reavers for the Druid and Ranger Epic. 90% of all the mobs in City of
Mist were baby blue to me at level 59. I was surprised that I received
experience from killing these baby blues. 5% were green and the other 5%
were blue, mostly Black Reavers. I actually made little over 1 ½ blue
bubbles in ~ 3 hours off all these baby blue kills. Also got 1 Jaded Reaver
- W O O T ! !
For level 27 wizard, have you tried Cazic Thule, Iceclad Ocean, Unrest, Sol
A or Mines of Nurga? All of these zones would be good for your level and
would not mess up any faction.
Some of the zones I listed are not for solo and you need to take a group.
Iceclad is a good solo zone for your level, you just need to pick your
killing spot wisely. But if you can take a group, Sol A and Mines of Nurga
are both awesome experience zones for your level. Both zones are rarely
camped. They both also got hit back in January with added ZONE experience
bonus.

Najena increased by 13%
Befallen increased by 13%
Paw increased by 13%
Permafrost increased by 13%
Kaesora increased by 18%
Qeynos Catacombs increased by 20%
Runnyeye increased by 20%
Kerra Ridge increased by 20%
The Hole increased by 25%
I doubt you'd be able to find any pickup groups in Sol A or Nurga, so you
should really bring your own group. Around your level I'd start trying to
group with the same friends and guild mates every day. This will save you
many headaches down the road. Pick up groups can lead to many problems and I
try to shy away from them.
The rock dervishes Barto was killing in Lava Storm, are not on any faction.
