What are you talking about?  Not trying to start argument but what good would it do to wait until after he attacked something?  The reason someone complained about it at first, and its a valid point, is because at really low lvls (1 through 2 and maybe 3) if you have a higher lvl dmg shield on it can kill those newbie mobs you are fighting before you can hit them.  At low lvls like this 1 through 2 esp your offensive skills are so low that if you miss twice in a row, highly possible, and the mob hits you more than once its going to die and you wont get any exp. 
 
Thats what I was talking about.
 
After lvl 3 or so when you can hit most stuff within a few rounds of combat it doesnt matter anymore.
