The Kunark expansion is definitely worth it when
you get about level 18 or so. I took off to Lake of Ill Omen and leveled in
Kunark from about 18-50. I still play there in KC some. There are lots of people
there and it's pretty easy to find groups.
You could hold off on the Velious expansion until
about level 30ish. Maybe 35ish. I can't remember what the lowest level zone is.
It's a great expansion and a definite must have when you get higher level.
