You need to go to blackburrow, that is where most people who stay in the
qeynos area fight from lvl 7-15 (I think those lvls are accurate, its been
a long time since I've fought there.) And yes, the gnolls drop lots of
weapons. Even just running into blackburrow you'll probably be able to
pick up a rusty weapon off a dead gnoll that someone else didn't loot. Or
just wait around qeynos hills during nighttime, sometimes the skeletons
carry weapons too. Good luck!
