Anyone know if the new Traveler Boots must be worn to cast?

I know they are sold in Sol A

Same vender and price as Tinkers Bag, 5,250 plat

They have 1 AC

They have 1.5 cast time

They are lore and heard no drop, not sure about this though.

Anyone here know if they must be worn to cast the effect?
