I've found most of the illusion spells including human and half-elf in
Erudin, Qeynos, Freeport, Neriak, Felwithe and Akanon. I dont know what you
guys are talking about. The high-level ones are not everywhere but
everything til level 20 is in all the towns. it's usually a separate vendor.
