Well, my elf went from one step over kos to the next step after I turned
in about 20 deathfist slashed belts to the guy on the balcony in the
militia building. Since at L16 I can nuke the orc camps in the commons
with ease, getting enough belts to max my faction with the militia (and
in theory) the merchants is just a matter of time.

PS I also sometimes received from 4 copper to 2 gold per belt, so its
not a bad deal. I just need to find the time to kill another hundred
orcs.
