The Damask Leggings are part of a Neriak Quest in which you have to have
good faction with the Necro Guild to perform.

You have to kill Sir Lindeal in Lavastorm and bring his testimony to Loveal
S'Nez in the Lodge of the Dead, the reward is a damask armor item. I have
only done it once and i got the leggings i bet if you do it enough though
you will get the robe.
