Probably the best item for a half-elf or wood-elf bard would be the
Enchanted Koada-Dal Mithril Plate collar. It has AC 9, and +3 STR and +4
Cha. Might be tough finding a smith who makes it depending on your server.

Have to agree -- until you start a serious charming career, go with
strength. It is probably most important at lower lvls too because you wear
heavier armor then.
