I have guild robes which were yellow from Ak'Anon, Black (or dark blue, or purple?) from Neriak, Red (from Neriak too I think), and a couple other "guild" robes that all fit my Gnome character. I've got Damask and Gossmer that both fit Gnomes as well. But the guild robes... you CAN get some that fit small characters.
