The first one you will need to go somewhere for is lvl 12's Shock of
Lightning. It is in Ak'Kon (spelling) I believe.

That's weird, because up to now level 12 spells, I have found all I ever
wanted and more either in the Felwithe Wizard guild or in the nearby
magic shop. I have never had to go to other guilds or to other cities.
And I'm pretty sure that you can find Gate in the Felwithe guild or in
the shop near it.
