Neriak is extremely safe and quick to travel to from freeport, just zone
from ecommons into the nektulos forrest and head along path to neriak. It
will take about 5 minutes. Only problem is as soon as any npc sees you, you
willed be killed on sight, and very quickly too. So Neriak probably
shouldn't be your first choice.
