I have heard of no one failing to get the staff with the rods, it is when
you combine the runes you get to make Ice Comet that you have a high chance
of failing. I have 3 friends that got the staff first try.

I've known of maxed research wizards failing numerous times to combine
the rods. I myself had luck the first try.
