Partly true, the research skill is for the ability to learn higher level
spells. Some spells are only going to be available through research.
Research generally entails (sp?) reading a book, then taking the recipe from
the book for the spell, finding the parts in the recipe and then making a
scroll form the recipe to scribe into your spellbook. Now there is
Specialize (which does not work yet form what I understand) for your
different spell classifications like "Evocation","Conjuration"..... This
will allow you to specialize in one type of spell which will increase your
spell casting time and reduce the amount of mana it uses. As far as how
much of each I am not sure yet since it not yet implemented.

I may be totally off base here but this is as I understand it.
