Freeport hates the Deathfist Pawns which setup tents around the surrounding area of West Gate. If I was going to try to raise faction, I'd wander around the westgate area, just beyond the city gates, killing as many Deathfist Pawns (orcs) as possible. That raises faction fairly quickly.
