Well you must have messed up or something to get that bad of faction with
them.
The only way that I have heard is to do some of the quests, if you can talk
to them to get the quests. The mayor or head guard guy inside offers
bounties on leather foot. I don't know if this is the one you were doing?
And I don't know if this raises the right factions so good luck.
