I have only found about 2 runes, I am level 23... so you aren't unlucky,
just aren't many out there... I have also found a lot of pages and words,
20+...

u must have been in a high lvl group to get those two items, or u bought
them. at lvl 19, u r no where near able to get the robe and tomb in a party
of equal lvls. but yes, i have only got a total of 5 runes from looting
monsters... 4 of them for the lvl 16 spells, and 1 for a lvl 29 spell.
maybe i just have bad luck...
