The closest place for you, friend gnome, would be in Felwithe, home of the
High Elves. The guilds there have quite a few spells. Failing that, take
the boat to Freeport and check the Academy of Arcane Sciences. Farther out
still is the Hall of Sorcery in Qeynos, and farther still is the Library of
Erudin.
