Obviously I am behind in my reading of this list if I am replying to
messages from 5/2 :-P, but no one seems to have answered in the interim,
so...

I have seen it on sale by Rathmana Allin, an Erudite merchant who has a
tent/shop along the zone wall in S Ro. He also has a companion orc -- name
begins with a C, and sounds Latin, and I can't remember it, sorry -- who has
a quest involving the Dervishes. Rathmana also carries a couple of other
items of interest to wizards, but I am not far advanced enough in my studies
to know how to use them.
