You may have raised your faction up... Also Not all NPC have same faction you may not have run into one of the paladins but they are there.

Acually I tried last night and as a GNOME NECRO I am NOT KOS in North
Freeport . .. I went to bank and was not KOS, cool. One of the advantages
of being a gnome over dark elf I guess.
