Go to the Temple of Life. I bought it from the female merchant whom you
first encounter through the first door on your right upon enter the area
(passing through the "gate" with the sign Temple of Life on the left side).
Perhaps my faction standing is just high enough for me to have bought from
her, but you can give it a shot.
