It doesn't. Skill affects ability to not fizzle, but level has no
bearing (which sucks.) When I got o Lavastorm I'll go through 2 to 8 bone
chips trying to get a blue risky skeleton because all the green ones don't
help me at all. I wish it did have some effect, but sadly the higher up you
go the larger the "sucky" range of your skeleton.
