Hey Stuart,

From what I've read on http://daoc.catacombs.com the savage doesnt come into
his own until about level 40 or so. The common theme when raising savages is
to spec in axe until level 20 then respec to hand to hand. Thats just what
I've read, I would check out the class forums there and ask questions as
well.
