Depends on your race. Gnome, human, and I think Erudite necros are
allowed in the main city, and can use the regular bank. I believe DE
necros start KOS in the main city, and must use Neriak or do some faction
work. Dunno about Iksar.

Qeynos has a banker in the evil guild in the sewers.
