Leach is a recently added level 12 spell.  It is a Damage Over Time Lifetap spell, meaning that over a certain period of time, the npc will lose health and transfer it to you.
 
From 12 - 20 I used leach quite often for this purpose:  During a battle I would leach a mob, then cast Dark Pact.  The Leach drained enough health so that Dark Pact wouldn't leave me injured, while at the same time my mana would regenerate faster.  If I recall correctly, it is also more mana efficient than your level 12/16 lifetap spell.
 
At the end of a battle, if I was a bubble or so injured, I would leach some yard trash, med, and let pet clean up :)
 
I'm level 22 now, and don't use Leach at all (at least I haven't in a while).  It just doesn't give me enough health back to counter the negative aspect of Allure of Death (a totally AWESOME spell, btw :) ).

Try them on yourself (and keep cancel magic handy) to know for sure.

In general, each type of spell stacks with the others, but not others of
the same type.  I.e. clinging darkness stacks with heart flutter, but not
with engulfing darkness.

I know the following all stack:

Disease Cloud
Poison Bolt
Leach
Any Darkness Spell
Heat Blood
Heart Flutter

Of course, the monster will ignore everything and come straight for you if
you do even half of this in most cases.  I do not know if the poison or
disease stack with shaman spells of the same type.  I do know that snare
overwrites darkness and root (incl hungry earth) overwrites snare and
darkness.

I rarely mem the low-level DoTs (disease and poison) because they're too
small to help, and waste valuable spell slots.
