From 10-13 I teamed up to kill Dervs in Ro.

If you don't need/want good faction on Faydar then go to Sister Isle, first
stop from Freeport, and kill the sisters. I went there from 13-16 and made
about 200pp, after buying lvl 16 spells! They all have a halberd and 95%
have a purity belts sell to NPCs for 1pp and PC 3-4pp. If you are a DE then
don't get off at the dock, you are KOS and the sisters there are much higher
lvls.
