The east commons militia will be a struggle for you at level 30. They are
blue to me and excellent exp right now at lvl 30/31 (doing that damn last
bub dance). However the toll booth guards in WC are green and one shock of
poison sends them fleeing in terror. The Qeynos NPCs (brother nallin, sir
morgan, etc) are doable at lvl 29 but they are tough and I would also
recommend SOW or Jboots.
