At level 21 you would be a near the level of an Avo hunting group - bear
in mind avocets range up to level 30 or so. So a good levle to group to
get em is levle 25 or so. However in a well balanced group wehre you are
one of the lower memebrs, youcould probably take down avo's - just be
sure the puller kows what he is doing - pulling more than one will likely
cause a great deal of hurt....
