That doesn't work anymore, actually. They fixed it a couple patches back.

I recommend either killing Orcs, as someone said, or doing the white
headband quest a bunch more times. Other than that, there is not much to be
done that I know of. On the good side, there are many other items which are
just as good if not better for the waist slot. I have abandoned my red sash
(actually abandoned the orange sash. Got the Red one and promptly put it in
the bank) for the Thick Leather Apron. Items for the head slot, however, are
a bit above my abilities to obtain at the moment, so I wear the Red
Headband.

And it is not just you. All Qeynos Monks have difficulties doing the Sash
quests. Heathens. <wink>
