Of course you can't. Doing Qeynos headband quests does not give you
faction with the freeport monks.
The ONLY way I have found to do this is to actually cheat a little. Start a
Freeport monk and drop his guildnote somewhere not obvious. Immediately log
on with your Qeynos monk, pick up the note, and give it to the freeport
guildmaster of the ashen order. This will give you the faction to start
doing freeport quests. Personally, I don't like the sashes and headbands
until you hit red or purple...you are better with a mesh cap and a purity
belt or thick leather apron.
